ANSWER:

I am not a weed control guy, but this grows in wetter spots, so pulling it out three years in a row before it sets seed, draining that area or fencing the horses away from the wet area should work. I'd make a single cut at the base, then drag it off to be burned before your livestock can eat it. Or leave it alone and take care with the prunings.
